Frequently Asked Questions about HUSKY Primary Care

(Connecticut’s Primary Care Case Management, or PCCM program)

Q.  What does “Care Coordination” mean?
A.  “Care Coordination” means that your Primary Care Provider and staff at their office will work with you to help you get the health care and services you need.   Your Primary Care Provider or a care coordinator in their office will help you with things such as scheduling appointments, finding specialists, and giving you tips on how to handle your health issues.
 
Q.  Is HUSKY Primary Care (PCCM) a type of managed care?
A.  Yes and no.  There isn’t a managed health care plan that coordinates or manages your healthcare benefits.  However, your Primary Care Provider, working with you, will coordinate your healthcare.  Also, there are still state and federal Medicaid rules that apply both to managed health care plans and to the HUSKY Primary Care program.
 
Q.  Will HUSKY Primary Care pay for more services than Managed Care Organizations (MCO’s) do?
A.  No.  Both HUKSY Primary Care and the MCOs are part of the same HUSKY A program. All clients receive the same services, regardless of which option they join.
 
Q.  Does the HUSKY Primary Care program have a network of providers and specialists that I have to use or can I go to anyone?
A.  The program does have a network of providers that you are required to use. For a Primary Care Provider, you will choose from the program’s Primary Care Provider list.  The network of other providers and hospitals is the same as in Medicaid (also known as ‘Title 19’) providers. For dental, behavioral health, and pharmacy, the network is the same as it is if you are in a HUSKY A managed health care plan.
 
Q.  How will I get my dental, behavioral health, and pharmacy benefits? 
A.  The dental, behavioral health, and pharmacy providers and benefits are the same for all HUSKY A members regardless of whether they are enrolled in the HUSKY Primary Care program or with a health plan (MCO).  If you are in an MCO now, you should not notice a difference.

Q.  Is the HUSKY Primary Care program available to all HUSKY clients?
A.  No.  The program is currently available to HUSKY A clients who live in the greater Hartford, New Haven, Waterbury and Windham areas. This includes HUSKY A clients who live in the following towns:
  • Hartford area: Hartford, East Hartford, West Hartford, Newington, Wethersfield, Bloomfield, Windsor, or South Windsor. 
  • New Haven area: New Haven, Hamden, North Haven, East Haven, West Haven, Orange, or Woodbridge.
  • Waterbury area: Waterbury, Watertown, Plymouth, Wolcott, Cheshire, Prospect, Naugatuck, Middlebury or Thomaston;
  • Windham area: Windham, Chaplin, Scotland, Sprague, Franklin, Lebanon, Columbia, Coventry, or Mansfield).
 
 
If you live in another town, but you already see a PCP who participates in the HUSKY Primary Care program and you want to enroll, please call the HUSKY Enrollment Center at 1-800-656-6684. 
 
Q.  If I don’t like the HUSKY Primary Care program can I leave it and join a HUSKY managed care health plan?
A.  Yes.  Clients can change health care options whenever they like by calling 1-800-656-6684. Please note that health care option changes are usually effective the first of the following month.
 
Q.  If I want to choose a different Primary Care Provider, do I have to leave the program?
A.  No.  You can choose to enroll with another provider who participates in the HUSKY Primary Care program by calling 1-800-656-6684.
 
Q. Since there is no managed health care plan to call, who do we report problems with the program or the providers to?
A.  For many issues with your health care, you should contact your Primary Care Provider and/or the care coordinator in the provider’s office.  If, even with your Primary Care Provider office’s help you are still having problems getting health services, you can contact the HUSKY Infoline at 1-877-CT HUSKY (1-877-284-8759). Press option #3 for assistance.
